Seeing as the show came on BBC and I am American, I claim no authority on what I am writing. However, from what I can tell, it is a song (clip) from a show called The Mighty Boosh. Here's a link to a web page that describes the episode that it played in.
For those who don't want to read the pages and pages of nonsensical gibber gabber that is this episode description, from what I read, the guy singing the song is actually average height, but is kneeling in a costume that makes his knees look like feet, and is singing about milking himself because he ate a lot of cheese to survive...Everything past that is beyond me... I don't get British humor (no offense)...
